Oil storage tanks and storage tank areas store a lot of oil, which is dangerous and prone to fire and explosion accidents. It is necessary to establish fire prevention and explosion protection systems in accordance with relevant regulations, conduct frequent fire inspections, and strictly carry out fire safety management to ensure fire safety. (1) The fire protection and explosion protection of oil storage tanks and storage tank areas shall be in accordance with the provisions of GB50183 and GB50074. The low-expansion air-bubble fire extinguishing system shall comply with the provisions of GB50151.
(2) The storage tank area should be kept clean and tidy, and there should be no dry grass, no oil stains, and no combustibles in the fire dike.
(3) Water sealing wells should be set up in the drainage system of the storage tank area; valves should be set up for the drainage pipes outside the fire dike;
(4) Non-explosion-proof electrical equipment and high-voltage overhead lines should not be installed in the storage tank area.
(5) Fire dykes shall be set up in the storage tank area according to regulations, and the fire dykes shall be kept intact.
(6) The top of the oil storage tank should be free of oil stains and water. The oil storage tank inlet and outlet pipelines and valves should take thermal insulation measures.
(7) The light-transmitting hole, gauge hole cover and gasket on the top of the oil storage tank should be kept intact, and the hole cover should be tightly covered. The oil gauge should be fitted with a non-sparking metal gasket.
(8) The breathing valve and hydraulic safety valve base on the oil storage tank should be equipped with flame arrester. Flame arresters are inspected at least quarterly.
(9) The inlet and outlet pipelines of the oil storage tank shall be equipped with flexible hose compensators.
(10) The tank body of the steel oil storage tank should be equipped with a lightning protection and anti-static grounding device, and its grounding resistance should not be greater than 10Ω. The grounding point shall be set at least once every 30m along the bottom of the tank, and the grounding of a single tank shall not be less than two.
(11) The lightning protection and anti-static grounding device should be comprehensively inspected every spring, and the test grounding resistance value should meet the requirements.
(12) Two soft copper wires with a cross-sectional area of not less than 25mm2 should be used to connect the floating vessel and the tank wall of the floating roof tank.
(13) The amount of oil in the oil storage tank should be run within the safe tank level.
(14) When the condensate oil level is higher than the heating coil, the steam riser should be used for heating first, and after the condensate is melted, the steam coil should be used for heating.
(15) Chemical fiber clothing and shoes with iron nails should not be worn on the tank. Non-explosion-proof flashlights should not be turned on or off on the top of the tank.
(16) The industry regulations shall be followed for the fire and tank cleaning operations of the oil pipelines in the storage tank area.
(17) If the oil storage tank is on fire, report immediately and stop all operations on the fire oil tank. Organize firefighting and activate emergency plans in a timely manner.
